I am sure the Sheraton would not accept 3 adults & 2 kids in 1 room. The most they would accept are 3 adults. You can go through the dummy booking pages and see. Maybe you need to go with a suite.

About suite. Try the YMCA in TST (next door to the Penn). A suite on the top floor with harbor view will set you back less than a regular room in Sheraton.
