Is the baggage turnstile in clear sight of customs? Is the CO check-in counter on the same level or do I have to go up or down to check the bag?

4) Then to departures and go thru security and wait for my outbound flight.

Is that correct?

Often, you will have cleared immigration before you bag arrives on the baggage carousel. At least, that's been my experience (I'm a U.S. citizen and this queue is a little faster than the one for non-citizens/residents).

Once you pick up your bag you hand the customs form into the agent who is standing at the exit of the bag claim area and walk perhaps another 50-100 feet (on the same level) where you will see a special counter for rechecking your bag.

After that, you will exit the secure area and go upstairs, back through security and to your gate.
