Ahhhh it all makes sense now. LIR is neither a TPAC of TATL segment. I stand by my original statement:

Correct, I mentioned MX and Caribbean but left out Latin America and Northern South America. It should be notated that DL does not do ANY upgrades to BE on TATL or TPAC segments.
