Ahhhh it all makes sense now. LIR is neither a TPAC of TATL segment. I stand by my original statement:

Actually I should be more specific. Delta does not offer paid upgrades on TATL/TPAC flights - they do offer the same paid domestic upgrade offers (as mentioned by Jazzop) on some short-haul Latin American flights.
Correct, I mentioned MX and Caribbean but left out Latin America and Northern South America. It should be notated that DL does not do ANY upgrades to BE on TATL or TPAC segments.
