I live in the Seacoast area (Kittery, ME), and I almost always go to Boston because I can take the C&J bus. MHT is great, but inaccessible if I am going to be gone for a few days and don't want to pay for parking.
Every once in awhile Portland has better fares to particular locations than MHT BOS PVD.
BOS obviously has tons more directs and international access, but UA is pulling jets out of MHT soon.
