In the middle of the night and you only noticed cuz you were waiting for the loo? I'd prolly let it slide. My main complaint is that you were forced to wait. However, it is a public loo so you're subject to waiting anyways. It was only a minute and a half so not that big a wait. This falls more under funny story to me.
