I do take back my previous view on operating with half the runway, seems to be the done thing. However, I continue to be quite sure about DGCA regulations - how else does one explain the lack of blast pads and displaced thresholds on an operational runway.
Also, from the PTI report, seems that A319 and A320 aircraft are also allowed to operate with 1700m of runway. I'd consider that to be way too dangerous, even if it (supposedly) wasn't so for ATRs...
Overall, am not amused !
