That has certainly been my/our experience the few times I/we have checked multiple bags using AA and BA to / from East and southern Africa.

If you are on a mixed carrier booking such as AA-BA outbound and BA-AA inbound , then AA allowances will apply outbound and BA's will apply inbound. The 1st carrier's allowance at check in applied, not from start of journey

On the outbound ( checking in with AA ) was granted the AA allowance and on the inbound ( checking in with BA ) was granted the BA allowance
