The only airport I've ever noticed one of these in the US is MIA. I've seen them in other parts of the world, though. The biggest advantage I can see is that you know immediately upon looking at your bag if it's been tampered with. It can't really stop a thief from getting your bag or getting into your bag, but at leats you know without having to search it if someone's been in it.
