4 gallons is a lot of formula but I don't know where they were heading.

Given the right circumstances and denying sufficient food for a baby I think a legitimate complaint could be filed. Whether it went anywhere or not is another story.

Even if the police didn't want to take a complaint I believe all one has to do is go to the local courthouse and file.

Would you bet your job on the success of a determined person to get justice?
