Good luck with that. Meaning: It's a proper and reasonable rule but I have my doubts as to their ability to track the number of bags one started with (likely days earlier) when contemplating charges on the return as well as their cooperation in the refund case. Just sounds like too many steps for them to get right, but I would hope to be proven wrong.
