1) As AngryMiller said ... unfortunately, it depends on the TSO. Take what you need to take, and call for a supervisor if you get any hassle. (If it comes down to it, remind them of the little three-hour flight from Houston to Minneapolis back in August that turned into a
fourteen hour nightmare ...)
2) This is not difficult at all. When our kids were that small, we had a humongous stroller that we used in airports all the time. Never had a single problem with airline personnel with gate checking ... we rolled the stroller (often with passenger

) all the way down the jetway and folded it up just before the aircraft door.
3) Yes, leave some extra time. Most TSOs are familiar with the needs of families with small children, and that shouldn't be a problem. But dealing with all of your baby luggage, along with your own gear, can be a little disorienting --- even for a seasoned traveler. Plus, as you well know, infants don't always choose the most ideal moments to cooperate with their parents. Leaving extra time will give you the ability to work through the checkpoint without the added stress of time pressures.
