Yup...a lot does depend on the field. I believe IT jobs and medical professions, for example, generally run higher on the pay scale than other vocations.

Also, for vacancies where there are literally hundreds or thousands of qualified applicants for each opening, there is no incentive for the agency to raise the entry pay. That category includes most jobs in the 18xx series.
