Yes -- virtually all agencies start someone with a BS/BA at the 7 or 9 level for entry-level employees. The announcement states either a BS/BA or however they define "equivalent experience."

Anyone with a degree who is willing to take a job at the GS-5 level is either desperate or has a serious judgment deficiency. Given that this vacancy is only open to current TSA employees, I think I just answered my own question.
