I believe there's some language in the offer (or somewhere) to the effect that non-members can't sign up for the cc offer until Nov. 16. But it takes five minutes to become a member of the BA exec club and get the membership number; then you can apply online for the card.
If you wait until after Nov. 16, I'm pretty sure you get a BA # automatically assigned to you, but perhaps others can confirm.
