I doubt that they pick up a few extra travelers since the person with the Novotel sign had a llist of names (presumably who had reservations) when I did this back in December.
I believe this system operates all the time, not just in the wee hours. I stayed there again the night before leaving Thailand and it worked the same way at about 8 p.m.
