Unless AMEX processes the approval very quickly, I wouldn't count on the MQM from a card posting for 2009. Remember, you must first get the new card and then use it before getting any miles, and they usually also wait to be sure that you haven't returned the items purchases or have really paid for them.
El Paso to Atlanta is 1284.
Atlanta to Frankfurt is 4613.

But, from what I'm looking at on Travelocity, the best fare I could find would be with KLM and that's into Amsterdam. That should be a little more than the ATL - FRA route, plus at least 500 from Amsterdam to Frankfurt.
