Why is everyone (or nearly everyone) so bl00dy binary about the matter under discussion? Sure, recline is fitted, but regardless of what one has paid for / entitled to, you are travelling not on a personal jet, but in a tin can with 100 other strangers.

Whether one is the recliner or is behind a recliner, we all just need to show some consideration.

Simple.

I am tall, and used to fly longhaul Y a great deal. I simply do not fit in some seats, and at least partial recline is the only relief I have. I am not tall by choice, and many airlines have no means of accomodating a taller person in bulkhead rows, particularly if it is full with babies anyway. Ironically, I find bulkheads more uncomfortable, as I cannot extend my feet below the seat infront...

Recline is fitted, therefore I use it. However, I see no reason to speedily crush the person behind me if there is no need to do so. An inch or two suffices in daylight; overnight, most people don't notice me using the full extent of the recline.
