FRA upgrades can be difficult to get given the fairly high business traffic for the city. If upgrades are available at all, they'll be available at OLCI or kiosk but is pretty random. Basically, don't count on it I'd assume Europe-Canada is the same but haven't run into them yet - either no space or I was flying in the right class to start with
