28isGreat - while I agree with what you are saying, you're still missing my premace which is that ANY (after 15 mins) delay due to the CARRIER's NEGLIGENCE is relevant. See what I mean? Assuming that the actual reason is that they failed to load appropriate amounts of water, thus CAUSING the delay...etc, etc,...
