Wouldn't know about NW but on DL every time I've wanted to use miles/PMUs to upgrade from Y/B/M to BizElite, I've been able to. Even on popular routes. Just make sure to call the elite line, confirm X inventory, and then book the higher price economy fare and the upgrade all at one go.
