Sounds like this policy is still in place. Are travellers still being photographed and fingerprinted upon arrival? I'm flying into KIX in a few weeks and it'll be my first trip to Japan which is why I'm curious as to the way the process works, or is supposed to work.
Fill out entry/exit card, customs card, wait in line for "Foreigner", walk to counter, hand over relevant documents, put index fingers on sensors, smile at camera, retrieve documents, get baggage, stand in line to be inspected at customs, exit customs to arrival hall.
