I'd say the odds of making this connection are very low. Your best bet would be to do Same Day Confirmed ($50 with no status or free if you're GM or better) onto another routing. You can change your ticket within three hours of the scheduled departure of the flight you want to take.

Alternatively, if you stick with it and it becomes apparent while still on the ground in CLT that a misconnect is likely, I would strongly advise against boarding the flight to JFK unless there's a good chance the JFK-PDX flight is also delayed. I'd try and do a re-route working with the agents in CLT. They will not hold the connecting flight unless there is a large number of delayed connections and even then they will only hold for a few minutes. Delta would only pay for a hotel if the delay was their fault, which it almost never is, weather and ATC are normally to blame.
