Night time construction seems to be random, but yes, when they are working on the site, you can hear them in a 3-4 block radius. Plus the flood lights on the work site are mighty bright. Since the Millenium is right next door, I assume those windows are extra sound-proofed and have thick, black curtains!
Yes, the windows are very well sound-proofed. It is my favorite property when my work takes me to the Financial District. Construction does not bother me and I've hardly noticed any noise disturbances. I tend to like the lights as I love big city sky lines with the tall buildings lit up at night. When I got to bed I turn off all the lights in my room and open the sheers so I can get a good view of the other tall buildings and the lights at the WTC complex serve as a nice night light when I need to get up in the middle of the night in my room. The windows are well tinted so no one can see inside thus no concern about leaving the shades open at night - if your room lights are off of course.
