I guess my magic is over... Short story: The Rome trip finally materialized (leaving this weekend). I purchased a Government fare that booked into “W” class about 5 weeks ago. Set up an expert flyer alert for C inventory which became available 4 weeks ago. Called EXP desk and applied SWU, cleared no problem. Checked online, changed seats to an aisle and thought I was all set. However received a call from CS yesterday afternoon who informed me that even though all the information I was told and was looking at online indicated I was upgraded, the seat hadn’t been issued yet, and couldn’t be issued as a business class ticket because it was booked as a Government fare. All attempts to persuade CS and EXP desk were futile. In the end, as much as I hate to do it, (Obviously, not THAT much hate) I applied a miles/copay upgrade and sucked it up.

For what’s it worth, I was able to use an EVIP to upgrade the return leg. Same G-fare W-class ticket

I am not sure what else to say except, “the rules” prohibited upgrading Government fares with EVIPs; however, it can happen. Don’t count on it. You can use miles/copays to upgrade Government fares.
