Well I too didn't understand #23 so 27 & 29 don't make sense either.

Could pjpoker post the wording in the memo?

It is indeed still possible, I booked people on a protection flight just yesterday, however, my supervisor showed me the memo ( for those employees out there, look on LMS for the read and sign, I forgot the code)

So yes, it can still be done, however I wouldn't count on it for long...
