It would be illegal. THe disability discrimination act makes it a requirement that all classes be accessable for those in wheelchairs. Thus any class that is upstairs must be downstairs as well, or some other arrangement such as a lift be made available to get them up there. THe A380 is ok as the plane has a door to direct board to the top floor. The 747 does not direct board to the top deck.
As for other airlines have first upstairs, this law is a british law not one of those EU ones, thus its only applicable to UK registered airlines. Thus its does not apply to LH and its pals.
