While generally, I agree ... the problem is, how do you judge "mobile and agile enough"? Do we have exit-row passengers complete a timed obstacle course before being allowed to sit there?
Seriously, though ... a rule like "[no | one] extender in the exit row" is objective enough to be enforced consistently, without getting into judgments as to how large a particular passenger is.
