I would agree that anyone needing an extender, let alone two, should not be sitting in the exit row. There is no way that person could be mobile and agile enough to live up to the responsibilities. This is the same reason that someone with a walking disability is not allowed.
I don't know that I'd agree that someone that needs one extender would necessarily be not mobile and agile enough. There's enough variance on the length of seat belts that I've had a couple of times I've asked for one. Heck, I've had a first class seat that seemed to have a coach length seat belt (same size seat belt, slightly wider seat, result is not as much room in the seatbelt). Of course, if I've needed one, it's generally barely, whereas I could see someone using the full length of the extender being more of a problem. (And I have to admit, at the 2 extender point, I'd probably wonder if they'd fit through the exit or not.) But personally, I don't think I'd have a problem doing what was needed.
