That is exactly why the YQ is better for the consumer than a fare adjustment would be. As the price of oil fluctuates, the YQ can be adjusted a the push of a button, as BA did lower their surcharge last winter, whereas fare changes require re-filing of fares with various govts and would be more difficult to implement.
