Yup, that is true unless it is an infant without a seat, they do not pay full YQ.

Regarding if is is easier to change a fare or YQ I actually do think adjusting the YQ is easier. Rather than to publish X new fares you only have to adjust one surcharge. Then again, I do not work with the fare filing business so I do not know..
