- Joint Federal Travel Regulations, Vol 1 (JFTR)
This is used by the military members (like me)
- Joint Travel Regulations, Volume 2 (JTR)
This is used by DOD civilians (maybe others?)

Where are you staying that Per Diem Rates are higher than most rates??? Usually the Federal Govt receives a substantial discount (unless you're staying at a Fairfield Inn or similiar budget hotel)
