It is really hard to figure out how to get that card. I am flying to FP at the end of November and also plan to buy tickets there and hopefully pay less.
I heard that the card is only for FP citizens - apparently it's not true then.

Do you know what are the opening hours of their office? We are landing at 5am. Once you obtained the card can you buy tickets there? Is there any option to apply for that card by email/mail?
