I've been through DTW many, many, many times. You can cover the trip from A-C in about ten minutes tops at a steady walk and use of the efficient trams in A as well as the moving sidewalks in the concourse connector. I would not worry about the 40 minute connection, baggage should be fine. As you noted, weather can play a role, so can mechanical issues, but those are out of your control.
