I was in MNL a couple of months ago. A Marriott was being built (exterior looked complete) right across the street from Terminal 3. It might be open by the time to travel. There are also several nice hotels along Roxas Blvd, which is only a few miles away.
Also, I have used my Visa on the Cebu Pacific website for domestic travel on several occasions (if you do the "Verify by Visa" thing) without any problems.
