In general, yes, but.. IIRC, the exit row on the A319 (row 11 and 12) does not have as much room as the A320 (either rows 10 & 11 or 11 & 12 depending on if it was previously a TED air craft), except for seats 12A and 12F on the A319 which have incredible leg room because there's no seat in front of A & F.
I've noticed on the RJs that exit rows are less comfortable. The extra inch or two they provide is not worth the uncomfortable seat and smaller arm rests.
