This is quite different than how they handle hurricane waivers. Never had the fare bucket issues with rescheduling those. While I understand your logic as presented, I still consider it veiled marketing. 'Oooh, you get a deal with the normal rip-off change fee waived and get to refare to reroute'. YMMV
