If it's on the table with the fruit and water and any other such items and the welcome card from the manager, then it is indeed a free amenity/gift for a Diamond elite. (There will generally also be one or two wine glasses and an opener.) If it's sitting on top of the mini-bar...well, we're not that dumb, are we?!
