Runway lights and taxiway lights have been reported as "on". Approach lights were reported as "off". At the time of the incident, it was quite dark out, well over an hour before sunrise. No pilot would have attempted a landing on an unlit runway, and no tower would have cleared a plane to an unlit runway.
