Unhappy compensation for cold room?

I am currently doing a MR at the westin toronto airport. the hotel turns on AC since they have a big function at the bar/meeting room. now the room AC control could only pump out cold air or be turned off. the maintenance ppl brought a small heating unit and the room is still cold.

would I be able to seek some kind ofcompensation for cold room?

even the landlord act in Toronto requires inside temperature to be 21 or above between sept 15 - june 1
