We stayed at the Hilton Cairns over the last Christmas holiday. It was decent and close to the downtown area, with views over the inland waterway. You can get executive lounge room fairly economically.

The Green Island Resort sits out on a small island about an hour's boat ride out from Cairns. We didn't stay there but saw it while on a snorkeling tour. It looks beautiful!
