Yes, I believe that they are under contractual obligation to get you to your destination. Not necessarily on time, or even to fly you there. But to get you there one way or another, yes.

If you exhausted all other avenues for getting compensation, you might file a complaint with the CTA.

To that effect, you should look at the conditions of carriage and the tariffs vaild at the time.
