If you just want to lie beside a swimming pool, then any of the three would do. If you are interested in day trips or longer touring mountains or castles, or scuba diving/snorkelling then it's got to be Muscat.
Shopping - Dubai (but then you might as well go to any big city or your nearest local shops)
Abu Dhabi - shopping not as good as Dubai
