As others have pointed out, yes, you are reading it wrong.
However, your post makes clear that HHonors was very smart in the way they are implementing this. By renaming Opportunity category 1 and bumping all the categories up one level, a quick glance would show category 2 decreasing in price. Of course, the new category two is the old category 1.
