Airlines cannot "fudge" flight data even if they wanted to. The actual "out" and "in" times are recorded and transmitted automatically when the wheel brakes are set off an on.
But things have not been this way for terribly long... I know that at another
very large carrier, they switched from manual reporting to the ACARS system in 2006.
