The airlines don't but the offshore facilities do get much less FAA oversight than those in the U.S. and airlines own maintenance facilities get more oversight than contract facilities in the U.S.

The biggest thing to realize about FAA "inspections" is that they are largely a check of paperwork unless something comes to light. Even in the periodic full-blown inspections that U.S. carriers have where a dozen or more FAA inspectors descend on the airline to ride the jumpseat, inspect planes on the ramp, and watch maintenance done in the hanger, most of the FAA's man hours are spent poring over maintenance paperwork.
