That should not be the case and if it is the staff there are not doing their checks correctly. The main lobby of the lounges is as much a part of the lounges as a hotel lobby is a part of a hotel.
There is absolutely nothing that will stop anyone taking the escalator up to GF/CCR level. And while there, use the wifi and showers.
My suggestion would be that BA has one person "screening" pax before the escalator. Just checking eligibility.
