I stayed at the Grand Flora on points last year and it REALLY is not worth it. Bad service, hot rooms (I was there in November and they could not cut off the extreme heat). Ancient hotel and not kept up-to-date. Liked the Intercontinental much better (at the top of the Spanish Steps).

I stayed at the Grand Flora in March. The hotel put me in a smoking room even though I had guaranteed a non-smoking room, and refused to move me until I called corporate. A letter to Bill Marriott's office went unanswered until Chris Elliott asked them to look into the problems on my behalf.
