I quietly took the form, which, of course, I didn't need.

It's always a good idea to take a form and fill it out regardless of GlobalEntry membership.

The kiosks might be out of service, and if so, you wouldn't want to be delayed while you search for, and fill out, a customs declaration form before you go to the crew line.

So, why not use some of that flight time and fill out the form at that point? Seems like a no-brainer to me. You always can recycle the form later.
