For the same reason I sometimes go near AC or US: because UA doesn't have the route or schedule I need to get to a destination. E.g. sometimes I have a multicity in the north east, and without US, to go from BOS to a NYC station, I'd have fly through IAD. That's not going to happen, and even united.com doesn't bother to present that option: if gives me US code shares.
When you are forced to fly UA, you'll at least have the choice of buying E+
However if I ever have a multi-city that includes several cities in Texas, naturally I'll fly on CO, but all I will have is its god awful E-.
If UA gives CO elites comp access to E+ without a reciprocal program for UA elites on CO metal, then there will be two unintended consequences:
1. UA elites in CO markets will be unable to get E+ because the cabin is full of CO elites. This will drive those UA elites to AA or DL.
2. CO elites will stop flying CO metal when there is a UA flight they can take.
These unintended consequences are unlikely to balance, so one of UA or CO are going to be hit hard.
CO Insider must be reading these posts about CO elites salivating at the prospect of unfettered access to E+, and cringing.

At United someone who flies 100 segments a year is not an average joe, he is a 1K. Your profile lists you as a premier exec, and so you apparently fly 40 segments on non *A metal. Your choices have caused you to forgo 1K status, and had you picked differently, you'd appreciate the loss of CR-1s.
