Platinums are eligible for the best available room. You are right.

All rooms are "paying" rooms as well. But are all of them available for upgrades?

In this scenario, if you receive an email informing you that you have been upgraded, the property would most likely keep to their offer to upgrade. This would mean one less room for them to sell it to a new guest between the time the email was sent to the actual date.

Would a property release all its rooms for confirmed upgrades prior to the actual date?

I know, we all want to get the upgrades we yearn for, regardless if the hotel is overbooked or if there are other reasons preventing it from happening...
